Marijuana is classified as a Schedule I substance in Ohio, consistent with federal classification. Possession of fewer than 100 grams is considered a minor misdemeanor, punishable by a 150 USD fine. Ohio has seen changes in its cannabis laws over the years. In 1975, minor possession of cannabis was decriminalized, and Governor Rhodes signed the law. In 2015, a ballot initiative called Issue 3 failed to gain support for recreational legalization. Governor Kasich signed a bill in 2016 to legalize medical marijuana for qualifying conditions. The state issued its first dispensary license in 2018, and licensed sales of medical marijuana began in 2019. Currently, in 2022, a ballot initiative to allow voters to legalize marijuana for adult use is gaining signatures.

Medical patients in Ohio can possess a ninety-day supply of marijuana, with inhaled forms not permitted. Possession of marijuana for recreational use remains illegal.
