In 1977, partial decriminalization was implemented, with no arrests for minor possession, only fines. In 2021, Governor Cuomo signed the Marijuana Regulation and Taxation Act, legalizing cultivation and possession for adults. Retail sales of cannabis are set to begin in New York in 2023.
