Marijuana is categorized as a Schedule I substance in Missouri, aligning with federal classification. The personal use quantity of marijuana in the state is one ounce or less. Distribution of 35 grams or less to a minor is also a felony, carrying a sentence of three to ten years and a fine of 10,000 USD. Possession of paraphernalia is classified as a misdemeanor, with a first offense punishable by a fine of 500 USD. A second offense can lead to a maximum sentence of one year imprisonment and a maximum fine of 2,000 USD.

Missouri has seen a gradual shift in its cannabis policies over the years. In 2004, local decriminalization began with the city of Columbia, MO. Lawmakers amended the criminal code in 2014 with Senate Bill 491 to reduce marijuana possession penalties and legalize CBD oil with low THC.
