Missouri has seen a gradual shift in its cannabis policies over the years. In 2004, local decriminalization began with the city of Columbia, MO. Lawmakers amended the criminal code in 2014 with Senate Bill 491 to reduce marijuana possession penalties and legalize CBD oil with low THC. Possession of fewer than 10 grams of cannabis became punishable only by a fine in 2017. A significant milestone was reached in 2018 when Missouri residents passed Amendment 2, legalizing the use of marijuana by adults in the state. In 2020, the state began issuing licenses to dispensaries, labs, manufacturers, and growers, with the first dispensary opening in Missouri.
