In Colorado, marijuana is categorized as a Schedule I substance under state law, aligning with federal classification. Private possession of up to two ounces of cannabis flower or concentrates by individuals aged 21 or older carries no civil penalty. Similarly, private cultivation of up to six marijuana plants, with no more than three being mature, incurs no penalty. The transfer of two ounces or less for no remuneration is also not penalized. Colorado's cannabis policy reform began in 1937 with the implementation of the Marihuana Tax Act, which criminalized marijuana in the state.
