In Colorado, marijuana is categorized as a Schedule I substance under state law, aligning with federal classification. Colorado's cannabis policy reform began in 1937 with the implementation of the Marihuana Tax Act, which criminalized marijuana in the state. In 1975, possession of cannabis up to an ounce was decriminalized and made a petty offense with a maximum fine of $100. In 2000, voters approved Amendment 20 to legalize medical marijuana and authorized the Colorado Department of Public Health to establish rules for medical marijuana patients. Subsequent amendments and legislative changes, including the decriminalization of possession up to two ounces in 2010 and the legalization of recreational marijuana for adults over 21 in 2012 under Amendment 64, have shaped Colorado's cannabis laws.
